However, one day, because of its location:

China could get upset that such a large nuclear powered military base faces it. 

Given the known policy of the U.S. government that the prosperity of China is a necessary component of American economic well being, China may wonder, what on earth it the base doing in Okinawa; and especially as the local people are so dead against it.

It might conclude that the U.S. would be more than equivalently most ill-disposed that some foreign nuclear powered base was sited off its coast.
