It is to do what Australia has done. It is to be fair and honest and announce to ALL AFRICA:

YOU ARE NOT WELCOME.

WE DO NOT WANT YOU.

IF YOU COME, YOU WILL BE IMMEDIATELY EJECTED.

But they just do not have the stomach to be honest with them. 

So, the policy is not formally explicated and proclaimed; and for these desperate people it remains an OPEN invitation:

Force your way in, 

and in the end you will be accepted.

Certainly if you reach the homeland of Angel Merkel, you will have everything that they have including BMW, Rolex watches and Gucci shoes.
