Once, the industrial base was the foundation of American prosperity and world economic dominance.
Then the industrial structures for industry in other countries became far better and more attractive than those in the US. US industry moved to site their factories in these other countries that had far better and more attractive industrial structures than those in the US.
Therefore, for Trump to get them back to the US, the US industrial structures have to be far better and more attractive that those in other countries.
Raising the taxes on US goods made in other countries that are being returned to the US market is certainly NOT about improving the existing industrial structures in the US so that they are far better and more attractive than they are in other countries. The tax is a punitive act against US companies. I doubt such an action will be viewed with any natural outflow of sympathy and empathy.
The response may be unfriendly to Trump. And this is not a way to win US companies back to the US.
