US budget deficit

There is something I must be misreading here:
http://www.wsj.com/articles/u-s-budget-deficit-rose-in-fiscal-year-2016-first-time-in-five-years-1476475245

The above item suggests that the US budget deficit was not constantly widening in the last five years. If that is so, then how is it that the US deficit and debt has been constantly increasing.

The US debt, officially, stands at some 20 trillion dollars.

However, the actual US debt is in excess of 550 trillion dollars.

In the face of all this, it remains an incredible marvel that the US $ is still one of the world's strongest currency. That it is, speaks the marvel and skill of US currency manipulation.

That it is accusing China of it, is an even greater incredible marvel.
