Is this THE step towards their dream

It is known amidst the cognoscenti that certainly critical EU leaders have concluded the value and importance of having a truly European Army, Navy and Air Force.

This military machine is to be entire European and completely under the command of the EU.

But the problem is that there is an elephant-in-the-room; and it refuses to move. This is an elephant-that-must-not-be-named.

So, the Europeans wander around to find a way to attain their dream-yet-to-be-fulfilled. You now have to wonder if this is not one silly step towards it:
