They are getting prepared!

Once the Imperial Japanese Fleet reigned supreme over the Eastern Pacific. No other nation in East Asia had any warships at that time. 

Today, the situation has changed. All nations native to this area that rim the South China Sea have their warships. The result is that the area is heavily contested.

Into this fray is China's dream to retain control of the pond that is named after it. So, it must be prepared:

China will only prevail if it has the sea power to do so. 

And in this matter she knows that  she has to prevail against a nation-that-cannot-be-named. This nation is not a nation native to the area. It is not sited as a nation that rims the South China Sea. In fact it is thousand's of miles away at western edge of the Pacific.

When this conflict explodes, you can see it overlap into a nuclear exchange.
