Today2015, a technician sits in a fine chair in CIA Langley. In front of him is a monitor and on his right hand is the toggle of a joystick and he is flying a drone with hell-fire missiles. On his left hand is a McDonald's quarter pounder. Thus comfortable and happily ensconced, he is tracking a motorcade in which he has found a notorious Taliban leader. He is notorious by to CIA metrics.
Finally the technician tracks him to a wedding in which he spots other high end Taliban chiefs. This is a golden opportunity. To whack the lot and free America of her lethal enemies in Afghanistan.
To hell with such considerations that the bride and groom are not Taliban. There are other non-Taliban guests, old people and children.
He can wipe the whole lot of men as they are segregated in a different room; and if there is collateral damage one can blame it on their building structures.
In this kind of battle this CIA technician is in no personal danger at all. He is no warrior of old. He is an armchair assassin and by International Law for this extra-territorial killing he is a war criminal.
