I do not know if this skin actually works other what is claimed in this news item.
From linguistics comes the distinction between surface structure of the phonemes of an iteration versus its deep structure. If this is what you hear:

it is of no help unless you have the transnational grammar of the language to take you to deep structure where you can get the meaning of this sentence.
What you see directly about a skin is surface structure. 
However, whilst the skin cream may alter its surface structure it cannot alter its deep structure. Its physiology is apropos to its chronological age.
So, what is peddled here is a cosmetic con.
However, vanity will endorse the con.
And this is the silliness of life.
