This is potentially tragic.

There is apparently a drought that is afflicting 80% of this incredibly beautiful and wonderful state:

The solution is very simple. The fed is to three QEs (Quantitative Easings):
                           1. the first QE is to give the money to a special agency that will use solar power to
                               generate fresh water from the Pacific Ocean for human needs plus their gardens
                           2. the second QE is use the solar power to generate water from the Pacific for farms  
                           3. the third QE is to use solar power to generate water from the Pacfici for Las Vegas to
                               waste more water for its Casino fountains, ponds and canals.

Howling, yelping and growling about is a waste of time.
American has the technology to do this.
I suggest that it get on with it.
