What this means is that the U.S. can target and whack any one any where in the world, COVERTLY, and not one single soldier of the U.S. Army would ever be shot at.
It could send number of drones and attack any its number of cities of choice. Then it can self detonate all these drones on the way home or anywhere and no one would ever be able to say:
The U.S. droned us.
