In the case of the US

When is happening in the US is  at total opposite of what is taking place in China

   1. The no of its impoverished sans culottes TO RISE IN 
       NUMBER

   2. The need for the largess of food stamps TO RISE IN 
       NUMBER.

You really have to wonder about the philosophy of US politicians:

Do they really care for 

the welfare of their sans culottes?

I say: CRAP! They do not!
          They do not because they are heirs to their ancient Roman 
          philosophy:

The Masters are the Rulers. 

The rest are our slaves.

Who are The Masters? The are the top 1% of American society. 
By trickle down are the upper middle class.
At even less trickle down middle class.
Those who feed off the crumbs and scraps that fall of the high table are the lower middle class.
Those who feed off the bones and morsels flung from the table are the slaves. They do not have health care. Their children have no hope to enter the halls of Harvard, Princeton or Yale to study. They are like the Chinese poor who have been recently been lifted off the poverty stratum in China.

The question is this:

How is it that they do this in China 

as a matter of national policy

and

How is it that in the US, its national policy

is to keep the poorer, poorer?  

Do you smell a perversity in thinking that has the odour of a fart? 

Amazing everybody in the US silently and obediently goes along with the flow of this fart.

And from whose arse does the fart come from?

Why! It comes from the arse of people who are top dogs in Goldman Sachs, the Fed, Fanny May and the like.
