The rising sea

Once, in the protracted ice age of the world, there was a huge expanse of available inhabitable land. Water was entrapped in ice caps that were 2/3 miles high over North America and Norther Eurasia right across the Bering Sea to Alaska.

When the ice age ended, the world was flooded to its present shore line. 

However, The Arctic Ocean is practically a sea for most of the year. Huge masses of ice have calved off the Antarctic continent. The Antarctic and the Greenland ice caps are melting. And the worlds glaciers have retreated.

The current situation is that shore line is decreasing. There are island nations with populations of 100,000+ people who are members of the UN and who exist to vote with the US whenever Israel is being denounced in the UN for its hegemonic oppression of the Palestinians. These tiddly Pacific island nationson the verge of sinking into the Pacific.

The funny thing ist that the US has not invited the Dutch to save these islands.

The city of Venice in severely threatened with flooding.

Which nation in the world will take the lead to save cities-by-the-sea from floating off into the ocean?
