The problem with Pakistan are:

1. it has an extremist Islamic bent amidst its civilian population

2. a defective government tax department

3. the Pakistan army absorbs 70% of the nation's GDP.

This leaves the secular elected government in a weak and anaemic predicament with its army and with its wild Islamic civilian population.
