Unpoor the poverty stricken

I do not know what was the state of the land in Henan was.

What I can only surmise that they have somehow rehabilitated it with this result:

This, in my view,is a very significant way to unpoor the poor.

It gives them a way to be independent self-productive lawful taxpaying citizens.

And whilst China is on a path to decrease the numbers of its poor, the world's richest nation, the US is on a path that is the opposite of China.

Can any anyone explain to me what on earth is the US doing to its poor.
