Tit and Tat

It always amazes me that the US always initiates a TIT at China.

Well we all know that when the US does it, back will come the TAT.

You really have to wonder, what on earth does the US get out of its TITS at China, when as in this instance, the evidence on the ground does not support a tittle of the US TIT?
