Gosh, I did not know this!

What this means is that if any of these Chinese trained officers do the usual African thing of becoming a dictator in their country, they will veer their country to trail behind Beijing's view of things. 

This will really upset the top hegemon. 

And yet, will the top hegemon allow any of these blacks to train in its military academies?

In fact will it allow any of its local blacks to train in its military academies?

What do you surmise is the answer?
