Who owes who?

It is known that the US wants Cuba to compensate for those assets, land and property that the government of Fidel seized, when it kicked out its dictator, Sergeant President Fulgencio Batista.
This includes that which was owned by Myer Lansky:                                                                          Meyer Lansky                       
once known as the Mob's accountant.
In preparation for these talks over these grievances, the Cuban Government will have this case for the US to consider:

The Cuban government does not have any money to offset such claims that the US may put on Cuba. It will have the money to do so when the US settles these claims that Cuba has on the US.

So the quickest way to solve this problem is not to enter into an embittering angry fight over money.

Let the US settle Cuba's claims at once and then Cuba can then settle US claims at once.
