The mandatory policy is KILL.

Whenever a US citoyen exercise his right to bear his arms and uses it in a public place and takes pot shots at people and the police are called in, such citizen will be killed by the police:

You never read of the police marksman wounding the man in the shoulder, left or right side of his chest, left or right side of his abdomen, thigh, leg or foot and thus disable the man.

If it is a tiger, lion, bear or negro wandering in town and the police are called, it will be killed.

If he is negro, with or without a gun is deemed suspicious in any locale by a cop, he will be killed. Perhaps with recent events, this might change! You mean they can change? Well, you are US cop and every time you kill a negro and you are charged with murder, you might think of twice about shooting him. But you could shoot him in his foot instead. Do it and he will be disabled. 

The only problem is that if you as a cop change, you did this, it will mean you will have to forego the pleasure of being a Walter Palmer, DDS, the one who killed Cecil.

This is a murderous pattern with of the urban police in the US. They KILL to remove the anything dangerous.
