In one sense it is true but at a meta level it is not.

is true in so far that Ebola can spread to the nations abutting Liberia = International emergency".

It becomes a more significant African international problem when Liberia lets a Nigerian infected with Ebola to return to Nigeria; and above all if he does not die quickly and remains a living time bomb if he continues under the care of the Nigerian health service. Is everyone sure the Nigerian health service can effectively deal with one Ebola case before it become two and then three and on?

Of course Ebola may spread to the stage when it may becomes necessary to quarantine all of Africa to ensure control Ebola spreads no further!

Question 1:
Have we reached the point where we have to quarantine all of Africa?

Question 2.
At the next Haj, infected Ebola Africans will come to Mecca; and now they can infect the Mecca Pilgrims?

If that were to happen we will be looking a major world catastrophe.
