Quebec troubles

As a province of Canada, Quebec has been embroiled in all sorts of problems.
They have been in the area of $$$$$$$$$$$$$$$$.
And its economy is growing and thriving.

Some of the problems were about scandals involving $$$$$$$$$$$$$$$. And when it has this quality it casts a very poor light on the state of the Province and its politicians; and this can be very disturbing.

There is a consequence. And it is this:
