The safest places.

Historically in the West, the safest place for the person and money were:
     1. in a Church as traditionally this was a place of sanctuary
     2. in a bank as it had guards and the vaults of varying 
         impregnability
     3. in a prison.
        
Of the above list, the above two have been sorely tested. The last has been invincible up to date.
