It is thanks to Snowden that the .gov.us is fully exposed - in the nude as cyber attacking its own citizens.
Now when a country has the technology to do this and is doing it to its own people, is it really credible that it is not cyber attacking every nation on this planet including Tonga, Bermuda, Fiji, Ethiopia, Somalia, France, England, Canada and Malawi too.
In Shakespeare is a very famous warning about:
the lady doth protest too much.
It always amused me how the U.S. would spew its rubbish about China cyber attacking it when every one knew that it was the real thug on the block.

Interesting point of view, ie a nation is cyber attacking its own people, but according to your definition, this appears to be the case. There has been concern over this in different civilian groups, however this seems to confirm their concerns.
One other note, is it only attacking its own people? or those who use google?yahoo?and facebook? This seems to me an international issue.
