How we wish after nearly 2000 years, we have changed?

If I may, I would like to share with you this paraphrase of procopius' Secret History :

Special levies were met by freeholders in accord with individual assessments. when pestilence swept the whole known world leaving a trail a desolation in its wake Justinian showed no mercy towards the ruined freeholders. He did not refrain from demanding the tax but the also the amount from which his deceased neighbours were liable.

this brought to mind the people who were desolated by the 'world financial collapse' and who witnessed the desolation of their retired income savings either as rrsps or rifs.

Could one say that our Canadian Prime Minister was similarly disposed as Justinian was to those of his fellow co-citizens when they were similarly desolated?
